In 1998, a master plan and the first phase of the 81-acre cemetery was completed.  In 2008, Behnke updated the master plan, and prepared construction drawings for the remaining phases.  The master plan update remedied issues with poor drainage, by accentuating slopes in proposed burial sections.  Earthwork quantities were balanced across all phases, including operations spoils.

Phase 2a was completed in 2009, and the remainder of Phase 2 was completed in 2012.  In total, 30,000 new gravesites were added to the cemetery.
