West 25th Street Transit-Oriented Development

LOCATION: Cleveland, OH

In collaboration with the Greater Cleveland Regional Transit Authority, Ohio City Inc., Tremont West Development Corporation, and DAYoung Enterprises, Behnke and a multidisciplinary team determined ways to better connect GCRTA’s W.25th Street Red Line rail station with the surrounding neighborhoods in Ohio City and Tremont.

Concepts and recommendations focus on sustainable redevelopment concepts with a TOD focus, including: physical modifications and access to the station, reconfiguration of the surrounding roadways and intersections, access management, bicycle and pedestrian connectivity, bus operation considerations, green streetscape enhancements, gateways at south and east entry points to Ohio City’s Market District, strengthening district identity, traffic calming, pocket parks, a bike share station, and outdoor dining.

The analysis is grounded in economic analyses that consider economic, market, labor and demographic conditions for the TOD study area, the primary market area, and the metropolitan statistical area, to better understand overall trends. A thorough real estate market analysis focusing on residential and commercial office supply and demand was prepared, including interviews with local real estate brokers, major employers, and City agencies, to gain an on-the-ground perspective on the development potential in the TOD study area.
